Northern Policy Forum
Freedom to Choose:
Natural resource revenues and the future of Northern
communities
The Gordon Foundation convened a Policy Forum in June, 2007, hosted by the community of Fort Good Hope (Ràdílíh Kòe), Northwest Territories. The Forum, entitled "Power, Revenue and Benefits - Ensuring Fairness Now and Across Generations", was designed to enhance our collective understanding of how non-renewable resource development - especially oil, gas and mining - can contribute to community well-being over the long term in the North.
Forty-three participants - Aboriginal and non-Aboriginal - drawn from
across the North, from other parts of Canada, and from abroad were brought
together. They were invited from all sectors - public, private, and
non-profit - and they reflected a broad range of values and interests.

The following "primers" draw from examples in Australia and Norway, providing an introduction to two of the strategies referred to in the report: Impact and benefits agreements (IBAs) and non-renewable permanent funds. These are among the key tools available to achieve equity in the distribution and investment of revenues, particularly across generations.
