The Aboriginal Research Pilot Program
The
Social Sciences and Humanities Research Council of Canada (SSHRC)
is relaunching its Aboriginal
Research Pilot Program and invites eligible researchers to apply
before the upcoming deadline on September 30, 2009.
The program facilitates research by and with aboriginal scholars and aboriginal communities on issues and topics relevant to Canada’s Aboriginal Peoples, such as, but not limited to, urban issues, economic development, the environment, education, research ethics, intellectual and cultural property, traditional aboriginal knowledge, aboriginal knowledge systems, languages and cultures, and international aboriginal communities.
The program also aims to build the humanities and social sciences community’s capacity to operate within, and benefit from, traditional aboriginal and other knowledge approaches to these sorts of issues and topics.

Declaration
on Arctic Sovereignty
Tromsø, Norway – 28 April 2009 - Inuit leaders from Greenland,
Canada, Alaska and Russia launched a Circumpolar Inuit Declaration on
Arctic Sovereignty. The
Inuit Circumpolar Council (ICC) worked with Inuit across the circumpolar
Arctic to address the increasing focus by outsiders on the Inuit homeland
known as Inuit Nunaat. Climate change and the subsequent race for Arctic
resources have forced Inuit to address questions such as ‘who
owns the Arctic?’, ‘who can traverse the Arctic?’,
and ‘who has rights to develop Arctic resources?’
Policy
Research in the North: A Discussion Paper
As part of the Foundation's efforts to enhance the participation of
Northern Canadians in helping shape public policy, we have commissioned
this report, led by Francis Abele of the School of Public Policy and
Administration at Carleton University, who has lived and worked in the
north, and has worked for indigenous communities across Canada. This
paper is intended to start a discussion about how independent policy
research by northerners and about northern issues can be supported
and strengthened. It is of interest to those interested in the state
of policy research in Canada, and particularly in the north – northern
community leaders and interested citizens, government officials, think-tanks
and independent research institutes, university and college researchers,
grant-making organizations, and non-government organizations based in
the north or interested in northern issues.
Federal
Policy Guide: Aboriginal Self-Government in Canada
Published in 1995, this policy guide outlines the Government of Canada's
official approach to the implementation of the Inherent Right and the
negotiation of Aboriginal Self-Government.
The
Harvard Project
The Harvard Project on American Indian Economic Development is a program
of the John F. Kennedy School of Government, Harvard University. Through
applied research and service, the Harvard Project aims to understand
and foster the conditions under which sustained, self-determined social
and economic development is achieved among American Indian nations.
National
Centre for First Nations Governance
This new organization is designed to support First Nations as they seek
to implement their inherent rights of self-government and second, it
will assist First Nations in the further development of their day-to-day
government operations.
Royal
Commission on Aboriginal Peoples
The landmark study and report, released in 1996, which was conducted
on the heals of the failed Charlottetown constitutional Accord. Covers
a vast range of issues experienced by Aboriginal people in Canada and
contains detailed recommendations for redefining the relationship between
the Canada's First Peoples and the Canadian state.
Sustainable Northern Communities
Government
of Canada: Canadian Polar Commission
The Commission has responsibility for: monitoring, promoting, and disseminating
knowledge of the polar regions; contributing to public awareness of
the importance of polar science to Canada; enhancing Canada's international
profile as a circumpolar nation; and recommending polar science policy
direction to government.
Government
of Canada: Northern Contaminants Program
A cooperative endeavour between governments and Aboriginal organizations
to reduce and, wherever possible, eliminate contaminants in traditionally
harvested foods, while providing information to assist individuals and
communities in their food use.
Freedom to Choose:
Natural resource revenues and the future of Northern communities
Download the report of a Northern Policy Forum convened by the Foundation
in June of this year (2007) and hosted by the community of Fort Good
Hope, Northwest Territories. The Forum was designed to enhance our collective
understanding of how non-renewable resource development - especially
oil, gas and mining - can contribute to community well-being over the
long term in the North.
The
Arctic and Canada's Foreign Policy
The Foundation hosted a workshop on October 5th, 2006 focused on renewing
the northern dimension of Canada’s foreign policy. We brought together
a diverse group of thinkers, including Arctic Indigenous Peoples, territorial
government officials, policy practitioners, academics, industry and
others, with the goal of developing practical short-term recommendations
in advance of the Arctic Council Ministerial meeting in Salekhard, Russia,
and practical medium-term recommendations that link northern, domestic
and foreign priorities.
Plundering
the North for Hyper-Profits
A report prepared for the Canadian Arctic Resources Committee highlighting
the ultra-competitive royalty regime in the Northwest Territories, focusing
on the hundreds of millions of foregone public revenue during 1998-2004.
The report warns that future non-renewable resource exploitation will
not confer fair benefit to northerners absent a devolution agreement
and proper royalty regime.
Anti-Use
Campaigns and Resource Communities: The Consequences of Political Correctness
This article, appearing in the Canadian periodical "Policy Options",
looks at the negative impact of some environmental and animal rights
campaigns on many northern and Aboriginal communities. Unless communities
are not honestly and consistently brought to the table on resource-use
decisions, decisions are confined to a cabal of industry, NGOs and (maybe)
government.

Rock Unturned: Revitalizing the Economies of Mining Dependent Communities
Produced by MiningWatch
Canada, with support from the Atkinson Foundation, this document
provides an overview of current research and information on problems
faced by mining-dependent communities and the ways and means by which
Canadian communities that are dependent on mining have been able to
revitalize their economies in the face of industry down-sizing and closure.
Northern
Parks: A New Way
A 2001 Report of the Senate Subcommittee on Aboriginal Economic Development
in relation to Northern National Parks. Revealed southern biases and
unrealized benefits for Aboriginal people in the management of National
Parks.
Nunavut
Economic Development Strategy
Produced in September 2003. Produced by the unusually diverse multi-stakeholder
Sivummut Economic Development Strategy Group, it serves as a general
roadmap to economic development while integrating sustainability principles.

The Arctic
Institute of North America at the University of Calgary
The Arctic Science and Technology Information System (ASTIS) database
contains information on publications and research projects about northern

The
Berger Inquiry
A review of the process leading up to the landmark 1977 Report of the
Mackenzie Valley Pipeline Inquiry, conducted and authored by Thomas
Berger, and the fallout thereafter. Contains archived radio clips and
relevant links. Also includes a 25 year retrospective.

The
Inuit Language: A Summary Report of the 1st Inuit Circumpolar Youth
Symposium
This report details the results of a summit organized by the Inuit Circumpolar
Youth Conference in August, 2005 in Iqaluit, Nunavut. Emphasizing a
vigorous and progressive understanding of the Inuit language(s) among
youth, this lively report includes recommendations for policy-makers,
teachers and others involved in language policy and training.
